[TowerTalk] TA-33 High SWR on 15 meters only

Thanks to the postings on TowerTalk I was able to refurbish a 30 year
old TA-33 and get it up last December.

I did the following to it:  replaced the crack coil forms, used a
non-metalic scrubbie on the element interface surfaces along with
penetrox anti-corrosive paste, installed a W2DU balun, taped sealed and
ScotchKoted all coax connections and installed the traps with the holes
down!

The antenna performs great on 10 and 20 but has such a high SWR on 15
meters that it is difficult to control even with my antenna tuner.  I
run 100W and find that once I tune the antenna on 15M for a contact,
when I come back to the same station for a response, the SWR is very
high again.  

Now that the weather is getting warmer does anyone have any suggestions
as to what I should check first?
