Basically, you are correct because most of the loading on a tower comes from the tower itself not the antennas. Therefore many towers towers designed for antennas at 70 mph would not work at 80 mph, even with no antennas on them. An additional note is that the transmission lines can in some cases add more square footage than the antennas. It is much better to start with a 90 mph tower and downgrade it to 80 mph than the other way around.
