He is correct.  WB4ZNH and KB4I (SK) ran up good scores in the CQ 160 with
dipoles or inverted V's up 120 feet.
A WB2 (don't know his new call) ran a 60 meter dipole using one side as the
antenna and the other as an elevated counterpoise.  He scored well with this
on CW.
 And his was at 90 feet. Feedline was ladderline to a tuner.  The old Drake
2700 tuner
has a diagram of how to hook it up on 160 in the manual!
