The rods need to be 2x their length from each other. If you can 
imagine half a ball, with a radius of the length of your rod.
Put these balls together with their edges just touching and you
will have the idea.
So 10 foot rods should be 20 feet apart. 
This is strictly a DC ground not an RF ground. 
Let's just forget about the RF component of lightning for right
now.
What you are trying to do is to create a zero step potential zone
over a large area of ground so as to "sink" as much voltage as 
possible during a strike.

As a side note, "Ball" lightning seems to resonate and feed off
of
440 Mhz energy. Very strange phenomena!!
