    Putting additional new clamps sounds like a reasonable idea. I haven't 
seen anything on amount of rust on a clamp and its affect on holding power so 
if it's just surface rust, it shouldn't be fatal. Deep rust is another thing. 

    What's the condition of the guy wire itself?
