Spread out parallel to the dipole.

On the surface. I bury mine because it is more mower friendly and I
have a tractor with a radial plow.

Reduces coupled losses to earth, by shielding the antenna from
earth, which helps efficiency at all angles. It also increases the re-
enforcement gain.
This is an old trick used by the QRMers on 75 meters, worth more
than doubling or tripling the power. It also has more friendly uses.
