As Steve said, there are no ham versions (i.e. $), but earth
resistance testers are available from several sources.  They
are not horribly priced, so perhaps a club or group may want
to pool their resources.  Or if someone has a friend who
works for a utility or cable company, they may be able to
gain access to one that way.

Probably the best known is the Megger(TM) by Biddle (now
owned by somebody else) in Blue Bell, PA.
