    All of your well reasoned engineering comments aside, where do you get 
the idea that no rebar is needed? Rohn Dwg. #C 610621 "Concrete Base 
Schedule" (dating back to 1976) is referred to by the various drawings for 
guyed 25G towers as using a CB1 Base. It also states using four #6 pieces of 
rebar for the verticals and none for the horizontals. It also shows the 
placement of the rebar on the drawing. (The drawing is confusing because it 
shows horizontals being used in bases CB1 thru CB6.) 

    If your Rohn specs don't show these specs, you don't have the latest 
information and I encourage you to get up-to-date. There have been at least 
three revisions of the TIA-222 in the last ten years that I know of so the 
specs DO CHANGE.

    Since many times the rebar isn't structural but to prevent concrete 
shrinkage and cracking, I'll continue to not only follow the manufacturer's 
specifications but I'll also put in additional pieces if necessary.
