Well, there IS one more resistive component in the circuit: Ground 
resistance. No practical system will have zero ohms of ground resistance. 
Asumming a 10ft whip has a radiation resistance of say 3 ohms (wild guess on 
my part) and the ground resistance is as low as 3 ohms (probably not 
possible) then there is still a loss of half the power even with a zero loss 
matching network.
