Charley, 15 feet seems pretty restrictive. Many houses are taller than
that.

I am not familiar with any legislation or challenges to TX law but I do
know that the folks here on Tower Talk reflector are the right source
for this kind of info.

I have copied the reflector for you, if you have not already done so
please join it. There is a tremendous wealth of information here for
towers and antennas sytems.

And I just bet someone in you area will respond to your inquiry.
