Of course the cows can reach the wire.
All the stock market shows keep saying the 'Bulls' are flying.
And how did you think "The Cow jumped over the Moon"?
I think they do have to get a running start though.

All kidding aside. The dairy cows on my wife's family farm in Green Bay were
able to get into ANYTHING you thought they couldn't possibly get into.
