Not so.

Commercial towers with white strobes don't have the additional burden
of red lights at night time.  They typically have a day/night setting for
the
strobes that reduces the intensity at night.  We had a situation here on
a local tower lit with strobes where the day setting was carried over into
night time....boy was that sucker bright!

As an aside, towers lit with strobes aren't required to be painted red
and white, as the strobes provide the needed visibility during the day.
