If those lines are the 240 volt service entrance lines, and not
primary lines, you can get as close to them as you like. Just don't
let something rub on them.
Just be sure they are "triplex" lines with the grounded bare wire
wound in with two insulated wires. If they are old-style parallel wire
drop leads you can get the utility to change them to triplex for free.
If they are NOT 240, and if they are primary lines, stay far enough
away from them that nothing can fall or fling into them!
