I have been following this thread with interest.  I have a solution to my
water retention below the
tower plate.  I fabricated a 1/2 thick plate and level it about 2 inches
above the concrete with the 1" diameter anchor bolts.  The plate is about 2
1/2 feet square and the anchor bolt pattern is about 6"
from the edge of the base plate.  No grout.
