Let me try some analogy:
You are sitting at the lakeshore, throwing meatballs into the lake. Those 
that do not make it into the water will not create waves and propagate your 
"meatball signals". Those that are 1 dB stronger and make it into the water 
will create the waves and propagate the signal.
