[TowerTalk] Rohn 25 with tilt base

Greetings,
Does anyone know if there are any height restrictions on Rohn 25 when used
with the short section hinge base?
Would the wind load specs remain the same as when using the standard
(non-tilt) base?

Considering 70 ft with a hazer and either a C4XL or C4SXL.  Tower would be
guyed at two levels as per Rohn.

Any comments, pro or con on this are welcome and appreciated.
