Sounds to me as though all you need is a push-up
mast-type tower.  They are available from a refurbisher
in Tampa, FL (and I am sure elsewhere) for real short
money.  That would be a free-standing setup.

If 30 feet is all of the height you need can you not find
someone with a 2 story home and a chimney you can
strap a mast to?

BTW:  I seriously doubt that anything on the worst-case
hazard chart would justify a $1200. EMP test on a packet
ant. ... gee wiz!  Guaranteed the FCC would find itself on
the Congessional carpet in a nanosecond if they tried to
force $1200. EMP tests on every antenna placement!

Where are you located?  Sure must be a friendly Ham who
will offer tower space!
