[TowerTalk] club station follow up-

Ok, So I have had a few interesting remarks about my earlier 
question.............still, this remains a Rubik's Cube as far as allowing 
non licensed persons to operate rigs at the club station, with me not in the 
room but nearby- like, lets say up on a tower etc.........

Some suggested I turn things down to a 1/4 watt and play- some said it was 
wrong that without a licensed ham in the shack, its a no go- Some thought I 
should just let 6 kids run around in cars with rigs in the vehicles for club 
functions claiming this what ham radio is coming to- 
Har!........................please..............I don't know about 6 kids in 
cars running around- but it is a question that seems to have no answer- some 
say it comes down to control point.  Which no one seems to be able to define- 
 In theory, if I have a detonation switch, I could blow up the rig they are 
using to control it if they get out of hand, right?  Now thats a solid 
control point-

Per the FCC, there are three defintions of control point- zzzzzzzzzzzzz 
material but interesting to try and decipher- lots of gray 
area--------------complicated by the club station situation for which there 
is not anything said about letting unlicensed hams operate as long as a 
licensed ham is at the control point- which gets back the question 
of.................."what defines a control point"????  

Lets just say you have a local neighbor come over to help- a typical 
situation out here in rural Wyoming- he has no interest in getting a license 
but you need his help for the day etc.......as long as you are at the 
"control point" can he then drive to town  for parts with my truck and the 
VHF rig, and stay in communication with me, using the club call, as long as I 
am in control of his actions through directing him to use the rig????

Control point seems to relate to physical proximity, but what are the limits- 
is being in the bathroom mean that I am not in control of the activities 
going in the shack, lets say, during a contest or kids day 
etc................??????????????

I got ten different responses, with 10 different answers- Being a new club 
trustee,  I have been able to find few if any resources on the subject of 
club station etiquette-
