Four way guying is still a bad idea. Basically, with the wind blowing into the tower apex, you have one guy wire supporting the tower. With three way you have the wind on three wires and with four way guying, wind is on four wires. You have greatly increased your wind area with no increase in strength. 

You also increase the load one leg with four way guying and need to check for local overstresses.

I would vote short guying (80% to 60%) the tower using 3-way guying and having it designed by an engineer.

For the record ROHN towers are normally controlled either by leg capacity due to the beam-column action or a brace overload due to excessive shear. The total column capacity is very rarely a design concern.
