The 10% rule is actaly about 5 to 15% and is the minimum to prevent galloping 
guy wires. Given that, the guy wires should be tightened to the 10% for the 
wire being installed. 

There are cases where towers are installed with different anchor radii or at 
different elevations. For these cases the the initial tensions are different 
for the various guy. If they weren't the tower would not be straight with no 
wind blowing.
