Could very well be a broken gear. I had one tooth break of the little spur
gear, and it did a similar thing, when it got to a certain point the broken
tooth jammed in the rest of the gears and stopped the rotation.
Another foible with 2 bearing plates is if something gets out of line, a
real bind can occur, and that would also stop rotation.
Next step may be to loosen the mast clamp, and see what the "unloaded" rotor
does.
One could also hook a meter to the motor leads to assure that the internal
electrical limit isn't being triggered for some reason.

PS we just worked on one of my tailwisters on the 100' SSV this morning.
Successfully, I am happy to add. The 50.5 foot mast on the 6M antenna had
twisted so hard in the big July storm, that it moved 90 degrees on the
mast...shearing a 1/4" s.s. pin bolt along with it. The rotor held fast, and
the only damage was a connector that had moisture in it, which affected the
readout on occasion. We taped that up so that should not be a problem again.
