"RF Exposure and You" - it contains many examples of NEC calculations
for typical antennas, that *do* take account of near-field and
transition-region effects. There's lots of good information there, as
Fred says.

It's about five years too late to wake up and start complaining about
the basis for the regulations - they have been coming down the tunnel at
you for several years, and now they're here! FYI, the ARRL book has been
available since 1998.
