No, then you'll have a cold joint which can let water in to attack the 
steel rebar.  Tell him to just form it up properly; it is a little more 
difficult to do.  If you have to do two pours, then specify that epoxy 
bonding agent be liberously applied to the first surface.  This will 
bond the two pours together and is actually a stronger joint than the
