Unless during flares, the 40m ground floor is definitely higher than 
average man made urban noise, at least here.
In any case, after than having seen this concept "reprinted" for 
decades on books, is difficult to find out the reason why man made 
noise should be vertically polarized.
Directivity anyway helps also against local noise.
