Mine was a pier pin base.  We used temporary rope guys till we got the 
first set of permanent guys on, tensioned them as I described, and went on 
up.  I gotta say, though, that the inner-ear sensations when I was at the 
top of four sections of Rohn 25 above the first guy station were (ahem) 
somewhat disquieting!
