[Towertalk] Hy-Gain Tail Twister

Assuming it worked at one time, either you have developed a high resistance
in the cable to the rotator or the cap is bad.  Don't bother with one of the
"usual" whimpy caps usually found, use a rugged motor starting AC cap and it
will never go bad. Good luck.
