[TowerTalk] compass question

Simple solution from ANY place in the world:

Get a Globe.

Mark the location of the Magnetic North Pole.

OBSERVE the angle from your QTH to the rotational 
(True) North Pole and the Magnetic North Pole.

It will then be obvious whether True North is East or West
of Magnetic North.
