Wow Mike 1 day to prepare is not a lot of time but here goes.Cities can limit the height of structures,It depends on the zoning where your tower is located. In the city I reside in the LDR(land development regulations)limit the height of any structure in a residential R-1 area to 35' max.It will be spelled out in the regs.Did you have building permits issued for this tower? If you did and the base was inspected by a city inspector and passed there should be details on the plans for the type of antennas that were permited. If you have whats on the permit set of plans it should be no problem. You say the base was inspected and passed, did you have the final inspection where the permit was signed off?If so again it should not be a problem. If you only had the one inspection then the permit may still be open therefore it may still be under construction and although it may not be in compliance now it surely will be at the final inspection.Try to be as cooperative with your code compliance officer as possible. If there are any violations he is required to cite them with the section of code you may be violating.Get his business card.Try to be friendly and develop a repore with him.The violations may be minor and easily corrected.Any one can call in a complaint and then they show up to investigate.Your neighbor may just be pissed off and there may be no violations. If you Permitted the antenna and tower and it was properly inspected and the final inspection passed you should be in compliance. If your meeting becomes confrontational remain calm ask for the violations and the code sections you are violating. Then we can see what they are and deal with each one to bring it into compliance.Hope this helps.Best I can do with out knowing the particulars of your situation.Good luck.Let me know what happens.
