[TowerTalk] plumb vs. level

In the case under discussion, the base sounds like it's tapered.
I'm assuming that the section that goes on top of this base slides over tube
tops.
So my question is: Which is more important, plumb or level?
Any tower section used as a base and installed in concrete could be slightly
imperfect.
This is, while it could be perfectly plumb, the tops could be slightly out
of level.
In construction, we would call this 'racked'.
If the tops are out of level, subsequent sections will exhibit a lean
wouldn't they?
So if plumb AND level can not be obtained, which would be the preferred
solution???
