I'd check two things:
(1) If it goes part way up, make sure that one of the many bolt/nut
combinations that hold the track in place isn't loose and interfering with the proper
movement of the hazer. (I had a couple like this - a problem when you do all
assembly before final tightening;
(2) If all movement is restricted, check to see that the little lever
(locking arm) below the hazer assembly is properly releasing the cable tension during
raising/lowering.

P.S. Be very careful when routing your coax. It's very easy to get it
wrapped around the tower or hooked on the pins at the top of the hazer. And since
the antenna must be rotated to the proper side of the hazer for
raising/lowering, rotor or coax problems can be serious.
