[TowerTalk] adjusting insulated wire dipole

Cutting the wire changes the effective diameter (and there's that
capacitance/inductance effect between the two conductors) which changes the
resonant frequency, so what was tuned before, is no longer tuned to the same
place.

I'm sure that one could do some experimenting and find a suitable
correction, but, then:

Laziness also plays a significant role.
