Answers to all of your questions depend on the power level
you want to run, the placement of the loading coil, and how
tall the antenna is.

Since that entire information was not given, no one could
possibly supply any useful answer.

For example, with a 30 ft mast, perfect ground system, and
lossless base loading coil the base insulator voltage would
be around 31kV. Voltage at the antenna base could be
anywhere between 50kV and a few volts. Base capacitance
could be critical in efficiency, or it might not matter at
all.
