Alan:
The ordinance contains an exception for amateur antennas under 70' above
grade. Go and ask the Building Department whether you can add a short
mast above your 70' tower height so that the antenna can be mounted. I
expect that the Sec 3A.04 really is aimed a cell towers and may require
a special use or variance for anything over the amateur exception.
People writing ordinances always forget that towers usually come in 10'
sections.
