WA0TTN asked...can I?, and what do I need to do to operate /VE ?
Answer is... bring your US license with you.   Operate.
When living in VT, I simply drove over the border and continued operating mobile CW, merely changing my callsign to n2ea/ve3... sometimes in mid-qso.
Secondary answer...for any country, to find out, ask ARRL.  They are most helpful in providing the complete set of international requirements.   Has helped me in Malta, St. Martin, etc.
