I may be misreading and/or misunderstanding Mike's post, but I get the
idea he is 
driving rebar into the ground, and then pouring in concrete.

If so, this is a big mistake. Rebar should never touch ground anywhere
in a tower hole.

One hit on the exposed rebar, and it will blow the concrete into
little pieces.
