Hi,

TO those that I just sent them to I just now realized they are not file
names as pdf.  Add the .pdf extension to them please.

I don't see any problem posting them as they are tech bulletins.

If you have permission from the author, I can put them on a web server, and 
then you can just publish a link.  (or, are they on their website already, 
perhaps without a link. I did check http://www.phillystran.com/ , and they 
reference the Bulletin numbers, but no links to them.
