While I agree Powell has not been great as chairman of the FCC, but it IS an
administrative position. The FCC has some staff who are technical.
The commisioners just need something of an open mind about not being able to
repeal the laws of physics for political expediency.
You shouldn't need to be a ham or an engineer to wonder if e.g. the NTIA
saying it's going to be a problem with interference to government use of
radio spectrum, that you need to get input from more than the direct
beneficiaries of your rulings.
