I suggest you use HFTA to model the actual TO angles. Everyone's answer 
is just an opinion based on not having any facts at all.
I built my 80 meter beam in a vertical plane rather than horizontal 
plane, sort of a lazy-H. I am on a mountain top with sloping terrain  in 
almost all directions. my 92' top element models as if it were at about 
160'  on flat land. The lower 40' element models similar to a 70' 
height. I can rotate either element and run them BIP or BOP. ( both in 
phase or both out of phase.) works fantastic on 40 meters too.
fed through 450 ohm line and a Palstar balanced tuner. This was the 
highest performing and easiest antenna I ever put up for the low bands. 
can send you a photo if you desire. Good luck with the horizontal 
rotary, I just do not need the headaches.
