Peter,

Don't have them put up the wire at all.  Get some of the best, most
sunlight and water resistant rope you can.  Make it big, much stronger
than what you need for the antenna.  Run it in a loop big enough to
reach the ground through a good pulley.  Have them attach the pulley
to the tree.  Heck, make another one for backup.

You can use this rope loop to run another pulley up the tree to hold
the rope with the weight that holds the wire.  That way, no matter
what, if something breaks, it won't be the rope that goes through the
tree-attached pulley, and you can just pull up more stuff.

As far as radials go, go with wire that's no bigger than what it needs
to be physically... you'll get more radial length for your money that
way.  I put down #18.

The capacitor probably doesn't need to be very high voltage... I think
current rating is probably more of an issue, since you're feeding not
so far from a current max.  You don't have to worry about the voltage
breakdown so much in this case, not like you might for end feeding a
halfwave with a parallel tank where the voltage across the cap is akin
to the voltage at the free end of an antenna wire.
