It looks as though his horizontal members are each 4 separate bars tied 
at the corners rather than being a single bar formed into a square 
wrapped around the vertical bars and (if I am understanding correctly 
the foundation drawing on the UST Web site) "overlapped" at one corner. 
What I see in the photo of K4ZZR's setup looks to me as though it would 
be more likely to deform -- if not fall apart -- as the concrete is 
being poured.

It doesn't look to me as though he's following your "Do what the 
manufacturer says" policy.
