Unfortunately when you sign up for an insurance policy they have a clause in
there where you agree that they can share any and all information with
others.

Also notice that in Florida it is not Allstate anymore. It is Allstate
Floridian insurance. They formed a separate company to "serve" Florida so if
the going gets too tough they can fold up that company without affecting the
parent company. Or wonderful insurance commissioner let them get away with
that one a few years ago.
