adhesive, and they've been stable ever since.

Joe has a good thought here also.  Remember that Locktite comes in different forms, one color designates tools as being required to break the joint and another color represents that heat must be applied to loosen the joint.

Also, enclosing the guy anchor in fencing, like is done at commercial stations, might be another deterent.
