Marine spar varnish...six coats will seal it for life.  Wear, eye, ear
protection and a respirator, lightly sand the tubing if it is already
degrading.  Shower afterward and wash the clothes your wore in a separate
load in the washer.

Can anyone advise what would be a good way to stop the fraying and what to
coat it with to stop it from happening again?

Use an opaque epoxy based paint.   Black, Dark Blue or Dark Green is 
preferred.
