[TowerTalk] Rohn 45 Bracketed Tower

I just purchased a 75 foot Rohn 45 and TH 11 that is currently guyed. I would like input on how high I can go with the tower with a bracket at 23 feet. The charts for Rohn are a bit confusing to me, but I believe that I would read it that I could have 46 feet of tower above the 23 foot bracket for a total of 69 feet. Assuming an 80 MPH installation I should be able to assume 24.7 Sq Ft of antenna area.   Am I reading the chart correctly?
