[TowerTalk] Plugging the top of Rohn 25

I would advise against doing that.  If you follow the Rohn recommendations,
water will drain out the bottom of each leg into the gravel placed in the
bottom of the base.

Drilling a small weep hole at the base of each leg should let the
condensation drain away without compromising the integrity of the tower.
