at that  time. Need to move tower 50 ft. Now  we been annexed into the city of  
Oregon City, OR. Can I move the tower without a permit?  City code won't  
allow  100 ft now.

Why don't you just ask the city? My guess is the answer will be no,  as it 
will be considered a new build and violates present code.
