The towers are designed for a load at a distance from the base. For us simple minded folks, the load is force times distance (to the base). The difference in 51' or 50'-1" from the base makes dang little change in the stress loads guys. If loading is that critical that 11" makes a failure, you simply don't have enough saftey margin in the design......
