    There is no single bracket spec anymore - Rohn  calls for 2 brackets 
these days per updates of the TIA-222 Tower Standard.  

You're usually allowed to be about 15 feet above  the housebracket currently. 
The old spec was much more lenient. Actually I  don't know if it was a spec 
or just more "ham folklore" - hi.
