why are we viewing the bolts as different from the tower or the 
tower base? Electrically they must all be bonded together!  Yes, the 
tower base should be bonded to the structural steel in the concrete 
base, and to the earth electrode system. Yes, we need to avoid 
dissimilar metal issues.
