[TowerTalk] 12-14-2008 update on Palmdale ham radio ban

We shouldn't oversell the emergency thing.  That backfired on
us with the 5 MHz band, which was constrained to be so useless
it would ONLY be used in an emergency.  The town might say,
fine put up a 2 meter vertical, and maybe a low dipole for HF
NVIS, but no Yagi's.
